I’m a Development Communications Expert specializing in strategic, participatory, and intersectional approaches that drive lasting impact. With experience across Europe, ASEAN, and Sub-Saharan Africa, I use culturally relevant, research-based communication to build engagement, inclusion, and change. I bring a strong track record in campaign management, media, public engagement, and policy design—delivering solutions through collaboration, storytelling, and grounded community insight. My work is rooted in communication for development (C4D), cross-sector partnerships, and people-centered strategy.
THE JOURNEY
Professional Background
I’m a Development Communications Expert with a multidisciplinary background in research, communication, design, and business strategy. I hold an MBA, a BA in Graphic Design and Visual Communication, and a degree in Industrial Fine Arts from top institutions including Università Cattolica del Sacro Cuore (Italy), University for the Creative Arts (UK), and Makerere University (Uganda). Further training with the United Nations and Rotary International has sharpened my expertise in public relations, program communication, grant writing, data analysis, and navigating complex development environments.
Over the years, I’ve worked with leading organizations such as the European Union, GCRI Canada, WHO Regional Office for Europe, UNDP, GIZ, Save the Children, Plan International, IRC, Solidaridad, Rotary International, and UN Volunteers. These partnerships have spanned key development areas—climate change, gender equity, WASH, healthcare, peacebuilding, education, girl empowerment, and humanitarian response—where I’ve led strategic communications rooted in participatory, intersectional, and research-driven approaches.
MY ETHOS
Beyond Consulting
Beyond consulting, I’m a committed advocate for knowledge sharing and thought leadership. I’ve authored and edited works such as the Knowledge Management Series and contributed theological reflections to mydailyreflection. My writing spans a diverse range of topics—from strategic and humanitarian communication, C4D, communication theory, and international relations, to environment, energy, gender studies, cultural studies, and biblical literature, including the Eucharist.
Through my blog on Medium and my profile on ResearchGate, I regularly publish research-informed and reflective pieces that foster deeper dialogue across strategy and development communication, communication theory, international affairs, and theological discourse.
Creativity shapes how I see and engage with the world. I’m deeply inspired by modern and contemporary design and architecture—especially how materials, form, and spatial storytelling can transform experience. Influences like Grand Designs, The Local Project, and Enes Yilmazer continue to spark my interest in architectural narratives and design innovation.
I’m also a published author with a passion for writing that bridges faith and professional development. My two books—Encountering Christ in the Blessed Sacrament, a theological reflection on the Eucharist, and Effective Communication Strategy Development for Development Initiatives, a practical guide to C4D—aim to educate, inspire, and create lasting impact across both spiritual and professional spheres.
What fuels me? Creating real, inclusive impact. Whether it’s amplifying community voices, shaping purpose-driven strategies, or guiding organizations toward more equitable communication, I’m driven by work that transforms insight into action and participation into progress.
MY DRIVE
I’m obsessed with the sweet spot where strategy meets storytelling — using Communication for development and strategic communications to shift mindsets, move communities, and spark real change.

Honoured to receive a recognition award from Solidaridad’s Global Communications Lead for my impactful support to the GESI Program.

“Mr. Luwaga is very proactive and at the same time accommodative of others’ ideas. In our programme, many of the stakeholders were transport specialists and very few of us had any C&V experience. However, Mr. Luwaga adopted a trainer’s approach where he needed us to develop specific messages… he would actually train us behind-the-scenes on how to communicate better. “
