Glut Consult is my way of blending brains, heart, and strategy into communication that actually works. I’m Gyaviira Luwaga — part communication for development specialist, part media nerd, part qualitative research geek — and I help organisations craft messages that matter. UNDP Kenya – Africa Centre of Competence for Digital and AI Skilling
As Communications Co-Consultant for the Africa Centre of Competence under UNDP Kenya, I supported digital transformation and AI skilling for public servants across Africa. I developed targeted content strategies for LinkedIn, Twitter, Facebook, and Instagram—crafting visuals, infographics, and messaging that increased engagement and visibility. Using performance analytics, I refined campaigns to boost event reach, highlight success stories, and drive stakeholder engagement.

Save the Children: U-RIL & U-LEARN Program
As a Communications and Qualitative Research Consultant with the Uganda Response Innovation Lab (U-RIL), I support refugee-led organisations by identifying key communication challenges and developing strategies to amplify their innovations. Through a participatory action model, we co-create solutions that helped these groups enter new markets and scale their impact. I also lead the documentation of success stories to highlight innovation in action.

World Health Organisation – Europe
At WHO’s Regional Office for Europe, I developed training materials and presentations focused on workplace conflict management. These resources were designed to equip staff with practical tools to navigate challenges, improve collaboration, and foster a healthier, more productive work environment across the region.

Global Carbon Markets – GIZ
As part of the Global Carbon Markets Program by GIZ, I provided strategic communications support for key climate and finance initiatives across East Africa. This included developing communication strategies, creating tools to support market readiness, and promoting green recovery through climate policy engagement.

European Union – Uganda Transport Sector (Euronet Consulting, Belgium)
As Lead Communications Consultant for the EU’s Transport Sector Support in Uganda, I developed and executed a comprehensive Communication and Visibility Plan. Working with institutional partners—including MoWT, UNRA, URF, UIPE, and COWI—I managed stakeholder engagement, media relations, campaign coordination, and capacity building. I also produced knowledge products and communication tools to strengthen collaboration and improve public perception of the transport sector.

Solidaridad Global – Gender Equality & Social Inclusion (GESI)
In partnership with Solidaridad’s Gender Equality and Social Inclusion Learning Group, I led the development of key knowledge resources, including the Global Gender Knowledge Management Guide, Research Guide, and GESI Learning Guide. Collaborating with Makerere University and global teams, I supported gender research across Latin America, Europe, Asia, and Africa. I also designed advanced training modules in qualitative and quantitative research, tailored for Solidaridad’s gender inclusivity staff worldwide.

Rotary International – 99th District Conference & Assembly (99th DCA)
I led the branding and public relations strategy for the 99th DCA, working closely with Rotarian specialists to shape the event’s identity and voice. From crafting the theme “Hope Uniting Hearts” to designing visual tools, social media campaigns, and press outreach, I ensured a cohesive and engaging experience. I also managed event logistics, vendor coordination, budgeting, and advocacy content, while supporting breakout sessions, fundraising, and brand compliance. Sustainability and attendee experience were at the heart of every decision.

Eastern Africa Alliance for Carbon Markets & Climate Finance – GIZ
I led the development and execution of a bold communications strategy for the Eastern Africa Alliance, supported by GIZ. This included brand identity design, website development, content strategy, and editorial leadership for 18 Country Carbon Market Reports. The result was a unified, high-impact narrative that elevated the project’s visibility and engagement across the region.

GIZ – Sustainable Resource Use in Refugee Settings (RUWASS)
As part of GIZ’s RUWASS project in Imvepi and Rhino Camp, I led strategic communications, content creation, and data-driven storytelling to highlight sustainable energy, agroforestry, and WASH initiatives in refugee contexts. I developed detailed reports, organized stakeholder meetings, and managed communications with partners like the World Agroforestry Center, Assigma, and AIDEnvironment. My work ensured message alignment, improved visibility, and strengthened advocacy across key sectors.

Plan International – Safer Cities Campaign (Phases 1 & 2)
I led the Safer Cities campaign for Plan International Uganda, in collaboration with UN-HABITAT, developing a comprehensive communication and visibility strategy focused on advocacy, youth engagement, and communication for development. The campaign championed safer urban spaces for girls and young women, combining grassroots mobilization with high-level policy advocacy. It gained international recognition, winning the Advocacy International World Savers Initiative Award, and secured funding for future phases.

Impact: Reached 6M+ viewers, 800,000+ daily public transport users in Kampala, and directly engaged 300 project beneficiaries and 450 community champions

Branding and Communications
UNDP – Environment and Natural Resources (ENR) Secretariat
In partnership with UNDP and Uganda’s Ministry of Water and Environment, I led the development of the ENR Secretariat’s brand identity and messaging strategy. This included coordinating a multi-sectoral workshop for stakeholder validation, and producing a sector advocacy song and video to boost visibility and public engagement.
